Summary Rec Preparer in ARM Can Reject Child Recs without Reviewer Role Assigned

Hi All,
I have set up a summary rec with several child recs within it.  I have a preparer assigned to each of the child recs and no reviewer is assigned.  After the preparer submits the child recs, they then appear closed within the summary rec.  I have assigned a preparer to the summary rec and no reviewer.  The user assigned as a preparer to this summary rec only has the role of preparer assigned to it in shared services.  When the preparer of the summary rec opens the child rec, they are then able to reject the child rec back to
