Listener is Showing Down in Grid Control with Message:The listener is down Failed to run lsnrctl.

I received this message from enterprise manager "The listener is down: Failed to run lsnrctl."The listener is up and running on the server, but Em is reporting this message.

Oracle Metalink Doc 818065.1 mentions issues with the configuration but in my case the EM Agent is not installed as different user as the database and nor is the /tmp getting full.

Database Details

Oracle Database 11g Enterprise Edition Release 11.1.0.7.0 - 64bit Production

PL/SQL Release 11.1.0.7.0 - Production

CORE 11.1.0.7.0 Production

TNS for Linux: Version 11.1.0.7.0 - Production

NLSRTL Version 11.1.0.7.0 - Production

Agent 10g

Any help would be appreciated.
