Bank and Bank Branches located in different countries

Hi,
We use e-Business Suite R12.1.3 and I was able to setup a Bank in France and Branches in Belgium and The Netherlands.
When navigating to the Supplier Banking Details Update page I cannot see the Bank for a Belgium (or Dutch) Supplier and as a result the same for the Branches.

I noticed that table HZ_PARTIES contains FR, BE and NL in Column COUNTRY.
But table HZ_ORGANIZATION_PROFILES contains 'France' in Column HOME_COUNTRY.

Does anyone know if this is intended functionality or a bug? I feel it is strange that the systems allows you the creation when it is intended.
