MRP-component substitutions for obsoleted materials

Is anyone currently using product substitution functionality with effectivty dates for bills of material without using ECO?  We are running into issues with the BOM not exploding out to the new parts based on effectivity.   Would like to know if there are specific item or BOM settings that need to be updated to make this functionality work without using ECO functionality
