How is the Cost for CTO item calculated

Hi,

Can anyone please explain how is the Cost for CTO item calculated?

Like when we select the configuration and new Star item get created. After that which program pick up the cost of components and from which cost type and the caluclate the cost which get inserted into Frozen and CTO cost type?
