Patch 14685507 11i: SPAIN - 2 NIF NUMBERS ARE NOT PASSING NI VALIDATION - Question About Pre-Req

Hello,
We would like to apply patch #14685507 : SPAIN - 2 NIF NUMBERS ARE NOT PASSING NI VALIDATION in our 11.5.10.2 environment.
We can see a huge prerequiste for this: HRMS Family Pack K RUP7 (Patch 12807777).
However, we don't want upgrade to RUP7. (Current HRMS version is RUP4).

Can we apply patch #14685507 without applying RUP7?
Are there any replacements?
What option do we have?

Please advise.
