Want Quotation to go to Autocreate Queue

Hello,
We're on R12 and would like for requisitions created from Quotations to go to AutoCreate queue.  Instead, the req is automatically being created into a PO in incomplete status.

Can anyone provide any guidance as to what setups are needed to achieve this?
