Opening Ports

I'm being asked to "open" ports 20910 and 21910 on 1 compute node -- half rack configured -- to enable an installed ODI agent to start.  Currently, the agent is complaining that the needed ports are not available.  This isn't anything I've done before so if someone has an idea of what to do I'd appreciate it.
