User can't close the move order line and he is getting error message

Hello All,

User can't cancel/Close the move order line and he is getting error message 'at least one move order line cannot be canceled/closed.Please make sure that the move order is of type requistion or replenishment and the line doen't have anyallocations at present'...But the move order has been created againt discrete job by using customization..

 

The requested qty 1000 and 203 qty has been transacted and we are seeing in mtl txn window.Now user wants to close the move order line.We suggested to delete the allocation against the item and try to cancel/close the move order line from tolls.But he is getting the below message.
