R12.1.3 - Is there a way to set up debit memo and credit memo transaction types so that they are not

We are on R12.1.3 and have full tax integration with Vertex. We want to know is there a way to set up debit memo and credit memo transaction types so that they are not taxable and would not do the call out to EB-Tax/Vertex?
