OTL: Error creating a node in node preferences

 I am creating a node in node preferences but I get the next error: APP-HXC-366130: you are not allowed to update systema data, I have looked for the solution in metalink and I have found this:
Navigation: Preferences > Default Preferences > Self-Service > Worker & gt; Template Functionality Change the preference value from 'No' to 'Yes' and save

It did not work, maybe there is a profile or something like that
