Fusion user import error

Hi,

I was testing to load 20 user through file import, 3 users got loaded sucessfully. The rest are not import 

 Error as below"Resource E-mail,Party Source System Id,Error Message:

xyz+a.tay@xyz.com.in, The foreign key value PARTY_ID is invalid. ,Enter column PARTY_ID value from table HZ_PARTIES.

xyz2+a.tay@xyz.com.in,You must provide a value for the attribute PARTY_ID."
