unable to shipconfirm ship line under depot repair Logistics tab

when trying to do ship confirm by selecting automate order processsing steps through  check box under depot repair logistics tab getting error "the Delivery action API failed(Error message): Error:Delivery 271087 is not eligible for action ship confirm"
