Cannot find list of values

Hi
I created a tax regime and moving on to create the tax. However i can not find a LOV for the mandatory field  'Configuration Owner'. The only value is 'Global Configuration Owner'. I understand i must put my LE in that field. Can someone help me on how to bring my LE in the LOV.
