Zero unit price on internal req when cost was loaded and cost update completed prior to placing req

We have an internal req for an item with zero unit price between source and destination orgs. Cost was loaded and cost update completed in source/shipping org (for cost whse) prior to placing requisition.
Cost loaded - 19th Jun 2012 - source/shipping org (for cost whse) $0.2567
OPM Cost update - Several cost update processes completed with no errors since June 2012 till the req was placed April 12th. 2013.

Today, I am unable to replicate the issue, it happened in the past so trying to figure out. Going by the dates and processes, there is no gap but the req line has zero unit price. Is it a bug?
