UAE/Kuwait localizations on R12.13

Hello Support,
We have upgraded from 11.5.10.2 to R12.1.3, we want to apply uae/kuwait localization patches on top of R12.13.
Not able to find any patch for R12.1.3.  Need help to get uae/kuwait localization patches.
