Invalid Responsibity attached to Application Start Page

I have users  that have an invalid responsibility on  APPLICATION START PAGE  and because of this the user cannot log in.  I have  to remove the value to  Applicaton Start Page Profile  so they can log in. My questions is there a query or a concurrrent program that I can use  to determine who are those user where their APPLICATION START PAGE is still attached to the invalid responsibility?
