exporting chinese and cyrillic languages from Agile PLM

What is the method to export data from PLM for non anglo saxon (?) type languages?

For example, if we attempt to export chinese, greek or arabic language from PLM data fields, the data outputs through excel as either question mark characters, either upside down or right side up. see attachments.
