Change default File Permission in Archive Manager

With each zip file downloaded and opened using Archive Manager, I am unable to access the file.

The default permission is with no access.

I am unable to view the file with the following error.

The workaround is to extract the files and change permission.

Is there a way to change the default permission so that the files can be opened directly from archive manager?
