Issue with BOM Component item status 03N

Hi ALL,

There is a BOM Component (68012009015 -Purchased item under an optional item) with 03N status ,but when we try to place a sales order system is allowing us to place the order.

if the item is in 03N status, we cannot place the sales order normally.

 Please advise me on this issue.
