XDB_UTILITIES package is missing

Hello, I have  Oracle Database 11g Release 11.2.0.1.0 - 64bit Production on MS WIN2003 R2Some user-created package make a call to " XDB_UTILITIES" package , but is is missing in my database.
How I can install it ?
What shoud I run to create XDB_UTILITIES?
