Local taxes not caculating correctly for certain areas

We are using JDE v9.2.1, we have applied the patch for Vertex Q but now are having issues with some of our local and school distract withholdings in the state of Pennsylvania and Ohio.  The taxes are being withheld at incorrect rates.  We can override the taxes at the employee level but there are several employees we need to do this for and was hoping someone else may have run into this issue and found away around it. 

A service ticket has been opened with no solution other then to override the 30+ employees.  Any suggestions?
