BPA (Bill Presentment Architecture) - is anyone using this in their European Operating Units?

Is anyone using BPA in their European OU?  If yes, how do you handle the Various Vat Rules which are based on ship-to country?  What about the VAT ID on the Invoice Print?  This is in 11.5.10.2.  We would like to use BPA as Invoice Print solution but would like feedback from others who are doing this in European OU's.
