What is the purpose of having market eligibility in discount rules in accrual offers?

What is the purpose of having market eligibility in discount rules in accrual offers?

In accrual offer from offer details there is a market eligibility link. However from discount rule details also we can enter market eligibility. Can you explain why we can enter market eligibility in two places and also let us know where it would be better to enter market eligibility?
