Expense report is not picking up the audit rules

Did you encouter  an issue where you set up an audit rules in the  Internet Expenses Admiistration?. I have a rules and assigned it to the operating unit but  when I entered an expense report it's ignoring the rule I created. My rule is to audit all expenses report greater that zero..
