Is it possible to limit Journal Categories to specific Journal Sources

Would like to know if anyone has any thoughts/comments on how to limit the categories available to certain journal sources.  For example, Journal Source 'Custom1' can only be used with Journal Categories 'Custom-Cat1', & 'Custom-Cat2'
There doesn't appear to be any relationship that I can see, has anyone else attempted and achieved such a scenario?

We are running R12.1.1
