What is Context for a responsibility ?

 Hello,We are on Oracle R12 .

When i log into iProcurement responsibility, it throws me a message saying 

The current responsibility context has been switched to:  Purchasing Super User

What is context and how does it help ?
what is the way to turn it on and off ?
