Employee Setup - Tasks - Default Recepient by Location.

Experts!!!

We have setup the employee tasks and the recepients based on the locaiton code category codes.

I am not able to link the location codes to the the codes 08/L1, L2, L3, L4 etc to the employee.
Example: I have job code A-01. The setup task 'ID Card issue' is setup as below,
A-01
08/L4 = Denver
Receipient Address No = 1001
08/L4 = Boston
Receipient Address No = 1002

Is there a place where the employee is linked to the Employee Setup category codes?
