A couple of questions about (1)Desktop Integrator and (2) Report Manager responsibilities

My questions are:

(1) Is there any dowloadable step-by-step navigation instructions on using both the (1) Desktop Integrator and (2) Report Manager responsibilities?

(2) Is SYSADMIN responsibility needed to use the Desktop Integrator responsibility?

For example, my being new to each of the 2 responsibilities since we just migrated from 11i to 12.1.3, I am expecting to affect webadi upload journals (change category, e.g.) by using the Desktop Integrator responsibility and to build new FSG templates (increase columns from 30 to 65 for a 5-year period-by-period report, e.g.) from already existent templates by using the Report Manager responsibility.
