After moving weblogic High Availability Adminserver 11g Forms frmservlet and reports become inaccessible

Here is the scenario. I am installing on Windows 2008.

I have a 2 clustered servers. The servers are all installed locally. So C:\ Weblogic, Oracle_frhome, asinst, user_projects etc...

host 1 has Admin Server and forms/reports.

host 2 has forms/reports.

Both are configured to run our application.

I use this document to make the Enabling Administration Server High Availability This should make it so that I can move the Admin to host 2 if there is a failure on host 1. These steps go successfully down to (9.1.6). My application is accessible and I can navigate to the VIP Host to access the Console and EM.
