Tax Codes not displaying on Tax Condition Set - New Regime

All, 
Created a new tax regime and new tax codes for Taiwan. Created a new Determine Factor Set for Transaction Input Factor. 
The Tax classification codes are not displayed when setting up Tax Condition Set
