March Rollup Patch show Last Updated 19-AUG-13

The English procurement family rollup patch released in March 2013, shows a last update of 19-AUG-13.  I can understand why the note would be updated, but why does the patch have a recent update?

Do early adopters need to reapply the patch?  Is there a changelog to show what the updates since the patch were released are?
