Latest Quick Fixes for 8.1.1.10

Hi there,
I am looking for some clarification where multiple quick fixes are listed as available.  Currently listed for 8.1.1.10 on the latest patches document (https://support.oracle.com/epmos/faces/DocumentDisplay?_afrLoop=8996334085484&id=1535281.1&_afrWindowMode=0&_adf.ctrl-state=1dc3q9qijq_843) is a mandatory QF - QF0002049 then the the latest monthly release is QF0102004.  These are different branch releases, according to the numbering.  Would I assume that the mandatory one (QF0002049) is included in the latest monthly one (QF0102004) or should I apply the mandatory one first then the latest monthly one?  

It appears that the Mandatory one was only released 16 days ago (with a lower patch number) and the other over a month ago.
