Approval hierarchy

Hi,
can we achieve this scenario

Approval process is Approval Hierarchy

User1:-0$ limit

User2:-1$ Limit

User3:-2$ Limit

User4:- unlimited

now my question is

if my requisition value if <250 $

now my approval path should be

User1-->user2-->user4

if my requisition value if >250 $

now my approval path should be

User1-->user3-->user4

* i need to use only one approval hierarchy

can this be achieved with out customizing workflow
