PAY: Payroll Element Migration from One BG to Another BG

 Hi All,     We are moving data from One Business Group(BG) to another BG within UK. In regards to payroll can you give me pointer of what are list of setups/data needs to be taken care.
We tried using the isetup to move the element data from one BG to another, But the problem is extract picks all the element which is not effective as well .
For example 
Assume that we are migrating 1 elements which has two version ( One effective till 20-Mar-2011 and another effective till 31-Dec-4712). Extract file will have 2 records. When loading into system it is loading first record and skipped second record which is effective and more up-to-date.
