Open UI - Phone number field appended

 HiI have Siebel 8.1.1.10 (no QFs). When writing a Mobile/Work Phone Number = "123456" on Contact(or any other entity), phone number becomes like "+112++112112 x3456"
In the QuickFix QF0102004 there is a fix mentioined for bug:

QF Number0102004BaseBug ID16950807BugID16951008Summary:OPENUI - PHONE NO FIELD VALUE IS GETTING APPENDED - 8.1.1.10DeliverablesTotal 1 deliverables affected: 
1: [localeobject.js]

I was not able to locate the bug in MOS Patches & Updates section. Could you please confirm if this bug had a similar case, and QF0102004 will solve my issue?
Tested with IE10.
