EBS 12.1.3 - Contract Expert Rules

We've run into a strange issue using the Contract Expert and we're new at this so it could just be how we're doing it.  Anyway, our need is to have a one rule with the following:

If not Construction and over $150,000 include these 3 clauses

 

OR

 

If construction and over $6.5 Million include those same three clauses

 

Since there isn't a way to do an OR statement we tried doing this in two different Rules.  If one or the other rule is in place it works fine but if both are present then we get an error when we attempt to enter a dollar amount in the Overall Value of this Award field.  I will upload a screen shot of the error to give full effect.
