init 6 hang - LU

Hi,
After completed LU in a T4-1 server, the followings were performed:
(1) luactivate newBE; init 6 - successful 
(2) luactivate oldBE; init 6 - successful
(3) luactivate newBE - successful
(4) init 6 - server did not go down after waited for 5 to 8 mins
(5) open another session to perform "reboot" - successful

Queries: How to find out the causes in point (4)? 

Note that I did exactly the same in another T4-1 server and the result is the same.
