Problems with SPILE(urgent)

I have a new installation of 11.2.0.3 running on Windows 2008 with ASM.   I attempting to make a parameter change to spfile via OEM (processes and open_cursors) but was not as option as was greyed out.  I created a pfile from spfile.  Made my changes and then created a new spfile from the pfile and restarted.  Now I have all kinds of problems.  DBconsole starts but can not access(404 not found), Unable to connect to sqlplus as sysdba(insufficient privileges).  I can connect as sys but to not have privileges to start the db (insufficient privileges).  Unable to connect to RMAN(insufficient privileges).
