WMS Picking Rules

Hi !!
We setup a rule to Strict Pick UoM for Cases. We have 1 Case (100 EA) in the subinventory. We created an order for 100 EA and the WMS Task was created to pick 100 EA from this subinventory.

One hour after this, we did the exact same process with another order and the SO went to Backorder. But in Rules Simulation workbench, it shows that it found a rule to go to that particular subinventory. But pick release process ends in backorder.

Any idea why?
