Replenishing inventory between operatin units

We have a need to replenish our mexican inventory from our US inventory org, we have generated the internal req in mexico operatin unit, created an internal order in Mexico operating unit, imported in the US operating unit - generating an internal sales order that we shipped from the US inventory org to an Internal Mexican customer.  The COGS entries were never generated, instead intransit entries were generated.  I know we must be missing a simple setup - I just can not find it - any ideas?
