TNS-12541: TNS:no listener

Hi All,

i have just installed 11.2.0.3 on a server and then created a database and then created listener and tns files inside its network/admin location and then started the listener through "lsnrctl start" command, i checked listener was running, but after that when i m trying to tnsping the database which i created on  that server....its giving the error"TNS-12541: TNS:no listener", please help me ASAP, i am pasting the listener,tnsnames files entry and the error which i am getting:
