Not receiving emails from EM 12C

Sorry to post another incident notification post, but can't find a solution.
I"m having problems just receiving initial emails from EM after installing EM12.

I upgraded from Grid Control 10 to EM12C.  However, I can't seem to setup the initial incident emails to send.

I follow 12c Cloud Control: Steps to Configure Incident Rules to Send Notifications or Manage Events / Incidents / Problems (Doc ID 1368036.1)
with no success.

Setup > Notification > Notification Methods > Test Mail Servers
and I receive.
localhost: Test succeeded - You will also need to verify that a test e-mail has been received by dl-dist-dba-team@sjcd.edu [SMTP Server: localhost, User name: null, Secure Connection: NONE]
