Unable to define counters for oracle install base items using field service manager responsibility

Hi,
I am Unable to define counters for oracle install base items using field service manager responsibility. An error occurred "Function not available to this responsibility." I am trying to setup counters for install base items as suggested Oracle Complex MRO implementation guide.

I would appreciate if any body can help me in this regard.
