Deploying Solaris10 zone on a Solaris 11 Global zone fails

Created a deployment plan to deploy a Solaris 10 zone to a Solaris 11 machine under Ops Center 12c. Plan build fine but when deploying I get:

 com.sun.hss.domain:name=NORM-e8e01839-ea8b-4a92-b343-b36ac681cbbb,type=OperatingSystem is not zone-capable

I already have 2 Solaris 10 zones running on this Solaris 11 machune which were imported zones via CLI.

I have viewed the video for creating Solaris10 zone on a Solaris 11 instance and read all the docs and followed the create plan exactly but still get this error.
