Attachments to the Item Master at the Global level in R12

I have the ability to add attachments (paper clip) to the Item Master at the individual assigned Org levels and would like to make the same available at the Global level. Is there a setting, profile, etc. to enable the Attachment tool (paper clip) at the Global level, or is this function just available at the Org level?
