EBS R12.1.3 - PO XML Template - Signature Block Breaking Across Page

The xml templates we created for our Purchasing Contracts contain a Signature Block that we've set to NOT break across pages.  When we preview the document with xml data in the BI Publisher desktop tool it works great.  But when we upload the template into Oracle and view it in Purchasing via the View Document option, it still breaks across pages.  We really need this to work correctly.  Anyone know how to fix this?

To set the feature we opened the template in Word with the BI Publisher active.  We highlighted the signarture block which is a table and include the blank line before it and after so that we could right click and select Paragraph.  Then on the  Line and Page Break tab we checked ON the Window/Orphan control and the Keep lines together check boxes.  We also highlighted the table itself and right clicked to select Table Properties.  On the Row tab we made sure each row did NOT ahve the check box checked for 'Allow row to break across pages'.
