Why does ENCACNC fail to impement with "in component loop... bERES_Flag_for_BOM=TRUE"?

We are on 11.5.10.2. We are not able to implement an Engineering Change Order (ECO #V9336). Attached are the output and log. We have not encountered this issue before. I tried to search oracle support but could not find a hit. I confirmed that there is no "Loop" on the bills of material for the item that would not implement (200-0210-201). 

The output of the "Engineering Change Order Implementation" has the following message: "Implementation failed: ENG_ENG_COMPONENTS". The log has the following:

Info: EDR_ERES_ENABLED=N
Info: EDR_ERES_ENABLED=N
Info: EDR_ERES_ENABLED=N
Info: EDR_ERES_ENABLED=N
