OTL: Flat rate in timekeeper

We have upgraded our Oracle E-Business Suite to 12.1.3 and added the OTL Timekeeper module.  We need to be able to input flat amounts on our employees time card.  The amounts must not have any hours, rather just a flat amount.  I can put my element on the time card but when I go to save it the record errors with the following message "Input value 'Hours/Days' not found on element -(my element is named here).  We do not have Self Serve.  Please help.  We have several elements that need to be setup with a flat amount and we cannot accumulate hours on these elements.
