ARM - Prepaid Expenses

Does Prepaid expense reconciliation fall under Balance to Balance or Account Analysis method? One school of thought says balance to balance- you are comparing GL balance to another system balance (this another system could very well be Excel). Another school of thought is that details of prepaid are maintained in excel and are really nothing but list of activities that help explain a balance in GL.
Whats the best practice?
